Healthcare plan providers are required to display their negotiated rates with care providers, out-of-network payments to providers, and actual prescription drug prices. Insurers are also required to maintain a similar library of patient-accessible pricing information.  As a recognized pioneer in the healthcare transparency industry, Valenz experts played an active role in federal legislative (NSA) and regulatory initiatives (TiC) through [testimony before key Senate and House committees](https://www.c-span.org/program/senate-committee/health-care-costs/511954), detailed commentary to proposals, and direct feedback to administrators.    ## What the 2025 Executive Order Means for Healthcare Insurers and Providers  The 2025 executive order does not directly change the existing legal requirements set by the TiC and NSA. Instead, it prioritizes the enforcement of those requirements, giving relevant government agencies 90 days to create a framework for implementation and compliance, including any necessary penalties.  However, [as Reuters reports](https://www.reuters.com/world/us/trump-signs-price-transparency-executive-order-2025-02-25/), the executive order also allows for agencies to “update existing guidance or \[propose\] new regulations that ensure price information is standardized.”  As a leading provider of federal price transparency compliance solutions, Valenz experts have already been asked to provide feedback on and recommendations for improving and strengthening the existing requirements, indicating that changes may be in store as the latest executive order is enacted.  ## Preparing for Next Steps By itself, an executive order is not a guidance or regulation but simply the articulation of an administration’s position on a matter. By issuing an order, the Trump administration directs the next step for relevant federal departments — in this case, creating, enacting, and enforcing regulations to meet the outlined transparency standards.  As these regulations are set in place and enforcement takes a higher priority, we anticipate increased scrutiny (including audits) and penalties for non-compliant organizations.   Therefore, any healthcare insurer or provider should proactively review its existing compliance procedures and be prepared to make adjustments based on forthcoming regulations and requirements.  As a leader in the self-insurance space and an advocate for smarter, better, faster healthcare for all, Valenz will continue to monitor the progress of this and any other related executive orders.
